    What Happened to Malta Citizenship by Investment

    The Maltese Exceptional Investor Naturalisation scheme — MEIN, and the IIP before it — was ruled contrary to EU law by the Grand Chamber of the Court of Justice on 29 April 2025 in Case C-181/23, Commission v Malta, as an unlawful commercialisation of EU citizenship. It is no longer an available route, and any adviser still quoting a Maltese passport for a fixed sum is selling something that does not exist.

    Ordinary naturalisation survives, on roughly five years of aggregate residence — twelve months continuous immediately before applying, plus four years across the preceding six years — and it is discretionary rather than an entitlement. Marriage is not a shortcut either: a foreign spouse may apply by registration after five years of marriage and cohabitation, again subject to ministerial discretion.

    What the MPRP Actually Costs

    The MPRP is a residence programme with a fixed cost stack, and a firm that quotes only one line of it is quoting you the smallest number. Qualifying property is at least €375,000 to buy in Malta or Gozo, or a lease from €14,000 a year. On top sits a €37,000 government contribution — a single flat figure for both the buy and lease routes since Legal Notice 146 of 2025, which replaced the old split — plus a €2,000 donation to a registered Maltese NGO.

    The administrative fee is easy to miss: €60,000 for the main applicant, taken as €15,000 on submission and €45,000 on approval in principle, with €7,500 for each additional adult dependant. None of it grants citizenship, and the firms that handle it are on the Malta golden visa page.

    MPRP Legal Review

    A Malta lawyer should explain the difference between buying and leasing qualifying property, which fees are non-refundable, the required donation, health insurance and the five-year compliance monitoring period.

    Due diligence is central. Expect detailed source-of-wealth evidence, sanctions checks, civil records, business ownership documents and family-member dependency analysis.
