The decree of 2 October 2025, published in the Gazzetta Ufficiale on 15 October 2025, allows up to 497,550 entries over 2026-2028: 164,850 in 2026, 165,850 in 2027 and 166,850 in 2028, across seasonal, non-seasonal and self-employed work (Ministry of Labour).
Requests go through the Interior Ministry portal on fixed dates. For the 2026 quotas they opened on 12 January (agricultural seasonal work), 9 February (tourism seasonal work), 16 February (non-seasonal work, countries with migration agreements) and 18 February (other non-seasonal work).
One investment: €250,000 in an innovative startup, €500,000 in an Italian company or qualifying venture-capital fund, a €1 million donation, or €2 million in Italian government bonds, made within three months of arrival (art. 26-bis). The first permit lasts two years and renews for three-year periods, and there is no minimum stay for the first five years. The firms that file it are on the Italy golden visa page.
Decree-Law 36/2025, converted by Law 74/2025, limits automatic citizenship for people born abroad who hold another citizenship. Descent now works only if a parent or grandparent held exclusively Italian citizenship, or if a parent lived in Italy for at least two continuous years after becoming Italian and before the child's birth (Italian Ministry of Foreign Affairs).
Naturalisation by residence needs at least 10 years of legal residence for non-EU nationals. A foreign spouse of an Italian citizen can apply after 2 years of legal residence in Italy after the marriage, or 3 years if living abroad, halved if the couple has children, with B1 Italian.
