If the form is temporarily unavailable, record the outage and check AIMA's latest notice rather than treating a failed form as proof that the file is complete or ready for litigation.
Renewals follow a separate process. AIMA's current ARI FAQ says cards expiring from 22 February 2020 through 31 December 2026 must use the Renewals Portal, while applicants should still attend any appointment notice that requires biometrics. That renewal channel does not replace the initial-application route.
Can a Court Make AIMA Decide a Delayed Application?
Potentially. Portugal's administrative procedure includes an action seeking performance of a legally due administrative act under the Code of Procedure in the Administrative Courts. Depending on the facts, counsel may consider that ordinary action or an urgent procedure intended to protect fundamental rights. The choice is case-specific; urgency is not created merely by preferring a faster answer.
