    Which Countries Offer Citizenship by Investment in 2026?

    Lowest published route in each programme, before government, due diligence and other fees:

    Dominica: US$200,000 to the Economic Diversification Fund for a single applicant (CBIU). Compare Dominica lawyers.

    What Changed for Caribbean Citizenship by Investment in 2024-2026?

    1 July 2024: new prices took effect under a memorandum of agreement between the Eastern Caribbean programmes (IMA Circular No. 2 of 2024), with a region-wide minimum investment of US$200,000.

    23 September 2025: the five governments signed an agreement to create a regional regulator, the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA), with biometric collection at interview and stronger residence and genuine-link requirements (OECS).

    16 December 2025: a US proclamation, effective 1 January 2026, suspended immigrant and B, F, M and J visas for nationals of Antigua and Barbuda and Dominica, citing citizenship by investment without residence (White House).

    19 December 2025: the European Commission reported that the five Caribbean schemes had issued around 107,000 passports and that running such a scheme is now a potential ground for suspending visa-free travel to the Schengen area (European Commission, COM(2025) 792).

    How Do the Programmes Differ on Interviews, Holding Periods and Family?

    Interviews: mandatory in St Kitts and Nevis (main applicant), Dominica (everyone 16 or over) and Grenada (online). St Lucia has interviewed main applicants since 4 September 2023. Antigua and Barbuda may request one.

    Real estate holding periods: seven years in St Kitts and Nevis, five in Antigua and Barbuda, three in Dominica (five if sold to another applicant) and three in Turkey. St Lucia's government bonds are held for five years.

    Parents as dependants: 55 or over in St Kitts and Nevis and Antigua and Barbuda; over 55 in St Lucia; over 65 in Dominica.

    Residence after citizenship: Antigua and Barbuda requires at least five days in the country in the first five years.

    Is Citizenship by Investment Allowed in the EU?

    The EU Court of Justice ruled on 29 April 2025 that an EU country cannot grant its nationality in direct exchange for predetermined payments or investments, and that Malta's 2020 investor citizenship scheme breached EU law (CJEU press release 52/25).     Is citizenship by investment the same as a golden visa?

    No. CBI grants citizenship after programme approval. A golden visa normally grants residence first and may lead to citizenship only after separate residence and naturalisation requirements.

    What is the cheapest citizenship by investment programme?

    Dominica's Economic Diversification Fund, at US$200,000 for a single applicant before fees. Antigua and Barbuda's US$230,000 fund price stays the same whatever the family size (official sites, checked 26 Sep 2026).

    Can I apply for Caribbean citizenship by investment without an agent?

    No. All five Eastern Caribbean programmes require the application to be filed by a government-authorised agent. You cannot apply directly.
